The film follows Detectives Allen Gamble (played by Will Ferrell) and Terry Hoitz (played by Mark Wahlberg), two desk-bound, overlooked cops in the New York City Police Department. While Allen is content with his desk job and meticulously follows regulations, Terry is frustrated by his lack of action and longs to be back on the streets.
