The film begins in the fictional world of Frostbite Falls, where Rocky (voiced by June Foray) and Bullwinkle (voiced by Keith Scott) are living a quiet life after their television show is canceled. Meanwhile, in the real world, the evil characters Boris Badenov (played by Jason Alexander) and Natasha Fatale (played by Rene Russo) have escaped from the animated world and are wreaking havoc in the real world.
The duo hatches a plan to hypnotize the American public using a television network called RBTV, with the goal of brainwashing viewers into voting for them in the presidential election and allowing them to take over the country. To stop Boris and Natasha, the President of the United States (played by James Rebhorn) enlists the help of FBI agent Karen Sympathy (played by Piper Perabo).
Karen tracks down Rocky and Bullwinkle and brings them into the real world to help her stop Boris and Natasha’s sinister plot. Together, they embark on a cross-country adventure, facing various challenges and obstacles along the way.
As Boris and Natasha gain momentum with their hypnotic television broadcasts, Rocky, Bullwinkle, and Karen race against time to thwart their plans and save the country. Along the way, they encounter numerous colorful characters, including a trio of talking FBI agents known as the “FBI’s Most Wanted” (played by Kenan Thompson, Kel Mitchell, and David Alan Grier).
In a climactic showdown, Rocky and Bullwinkle confront Boris and Natasha at RBTV headquarters, where a final battle ensues. With the help of Karen and the FBI agents, Rocky and Bullwinkle outsmart Boris and Natasha, foiling their plans and saving the day.
In the end, Rocky and Bullwinkle return to the animated world, where they resume their adventures in Frostbite Falls. Karen returns to her duties as an FBI agent, while Boris and Natasha are apprehended and taken into custody.
