Tom uncovers a sinister scam orchestrated by his friend Will and colleague Wally. The duo, running a deceptive real estate scheme, would plant drugs in houses, causing them to be forfeited and then bought by the dubious White Fish Assets, owned by Wally and Will. As Tom unravels the truth, he discovers that even the police, including his dear friend Captain Robert Allen, are involved. The revelation unfolds at Allen’s birthday party, where Tom finds the incriminating Chrysler in Allen’s garage. Allen, part of the conspiracy, invites Tom for an explanation the next morning. Realizing the extent of the conspiracy, Tom tells police chief Marty Graeber about the scheme. The following day, Tom confronts Allen, leading to a confrontation. Allen is shot, and Tom discovers Marty’s involvement. In a subsequent shootout with Wally, Tom exposes the entire conspiracy. Will, thinking he got away with it, is later arrested by the FBI, confirming Tom’s success in blowing the whistle on the elaborate scam.
