The film begins with Jimmy Neutron (voiced by Debi Derryberry), a 10-year-old boy living in the futuristic town of Retroville. Jimmy is a brilliant inventor with a knack for creating gadgets and gizmos in his underground laboratory, often accompanied by his loyal robot dog, Goddard.
One day, Jimmy comes up with the idea to build a rocket ship so he can travel to an amusement park on another planet. Despite warnings from his parents, Hugh (voiced by Mark DeCarlo) and Judy (voiced by Megan Cavanagh), Jimmy goes ahead with his plan and builds a small, homemade rocket.
During a demonstration of his rocket at the town fair, Jimmy’s invention catches the attention of a group of aliens called the Yolkians, who mistake Retroville for a planet populated by adults. The Yolkians, led by the evil King Goobot (voiced by Patrick Stewart), decide to abduct all the parents in Retroville using a tractor beam.
Realizing that he inadvertently caused the abduction of the parents, Jimmy teams up with his friends, including his best friend Carl Wheezer (voiced by Rob Paulsen) and his crush Cindy Vortex (voiced by Carolyn Lawrence), to rescue them and bring them back to Earth.
Using his intellect and resourcefulness, Jimmy builds a fleet of makeshift spacecraft to travel to the Yolkian homeworld and confront King Goobot. Along the way, they encounter various challenges and obstacles, including alien creatures and traps set by the Yolkians.
In a climactic showdown, Jimmy and his friends infiltrate the Yolkian palace and confront King Goobot. With the help of Goddard and their ingenuity, they manage to defeat the Yolkians and rescue the captured parents.
In the end, Retroville is saved, and the parents are returned safely to Earth. Jimmy is hailed as a hero, and his parents express their pride in his bravery and ingenuity. The town celebrates their return with a joyous homecoming parade, and Jimmy and his friends enjoy their newfound fame and camaraderie.
