The film begins with Liu Jian, a skilled Chinese intelligence officer, arriving in Paris to assist the French police in dismantling a Chinese drug trafficking ring. However, when he witnesses corrupt police officers colluding with the leader of the drug ring, Inspector Richard (played by Tchéky Karyo), Liu Jian realizes that he has been set up.
